(1) Every citizen shall have the right of access to basic education (2) Every citizen shall have the right to get compulsory and free education from the state up to basic level and free education up to secondary level.
(3) Disabled and economically disadvantaged citizens shall have the right to free higher education in accordance with the law.
(4) Blind citizens will have the right to get free education in accordance with the law through braille and deaf and vocal or speech disabled citizens through sign language.
(5) Every Nepalese community living in Nepal shall have the right to receive education in their mother tongue according to the law and to open and operate schools and educational institutions for that purpose.
